City Council Appoints Adriane D. McCoy of Baker Tilly as City Auditor
International audit firm continues to perform City audit services
PALO ALTO, CALIF. --- The Palo Alto City Council approved the formal appointment of Adriane D. McCoy, Certified Internal Auditor (CIA) of Baker Tilly US, LLP as City Auditor. McCoy was appointed interim City Auditor by the City Council in September 2022.
“On behalf of my Council colleagues, the appointment of Adriane D. McCoy as our City Auditor and the continued focus of the internal audit services through Baker Tilly, is a key milestone for our community,” said Lydia Kou, mayor of Palo Alto. “Adriane’s 30-year internal audit career experience and leadership serving in the public sector for city, state and federal government entities will ensure City auditing best practices, and further Council’s commitment to internal auditing, transparency, and accountability in government.”
McCoy’s internal audit career includes 30 years serving in the public sector as well as several years of management experience with pension administrators and regulatory and commercial banking institutions. Her background provides a diverse array of audit work including financial, operational, information technology, and more. She holds professional certifications in internal audit, government audit, information technology, fraud examination and financial services audit.

Baker Tilly is one of the few comprehensive professional services firms with a group dedicated to state and local governmental clients. Baker Tilly’s experience extends across more than 40 states with specific public sector clients in California such as Carlsbad, Riverside, Burbank, Modesto and Richmond and several utility clients including Sacramento Municipal Utility District, Imperial Irrigation District, Northern California Power Agency, San Diego Gas & Electric, Glendale Utilities, Pasadena Water and Electric, Anaheim Public Utilities, and the California Public Utilities Commission. This is notable as Palo Alto owns and operates its own utilities.
McCoy serves as a Membership Director for the Association of Government Accountants (AGA). She holds a Bachelor of Science in Operations Management, and a Master of Science in Cybersecurity, Network, and Infrastructure Concentration (Candidate) DePaul University in Chicago, IL. McCoy also holds a cybersecurity-digital forensics certificate from Purdue University.
The City’s contract with Baker Tilly specifies the designation of a City Auditor. The City Council appointed McCoy as the interim City Auditor through January 31, 2023 and extended the temporary appointment through April 30, 2023. The Council Appointed Officers Committee (a committee of three Council Members) met on April 10, 2023 to discuss the City Auditor appointment and recommended that the City Council appoint Adriane McCoy as the permanent City Auditor.
The April 24, 2023 appointment begins immediately, is ongoing and ends with the expiration of the agreement between the City of Palo Alto and Baker Tilly US, LLP.
