Authorization to proceed with construction through Advance Construction was granted on April 14, 2025. Construction bids were solicited through OpenGov and five bids were received. Low bid was 22% under the engineers estimate and Council authorized the City Manager to approve and execute the contract with Granite Construction Company on June 16, 2025. Additional actions included awarding a construction management support services contract, and two amendments to existing contracts with design consultant NV5 Inc., and with Valley Water. These actions are major milestones in the advancement of this infrastructure project, a key element of flood control for San Francisquito Creek. The project team is working on next steps needed to commence the construction work.
The Newell Road/San Francisquito Creek Bridge Replacement Project includes replacing the bridge, its abutments, and adjacent floodwalls with new structures along the same alignment to accommodate multi-modal access and improve flood control. The project is primarily funded through the Highway Bridge Program, a federally funded program of the Federal Highway Administration, whose contribution is 89% of the eligible project cost with a local match of the remaining 11% provided by Santa Clara Valley Water District. Federal funding is administered by the California Department of Transportation (Caltrans). The project also received $2 million in state earmark funding through the Budget Act of 2022.
