Local Appointments List

Overview

In compliance with the Maddy Act (Government Code Section 54970 - 54974), the City maintains a list of appointments, terms, and qualifications for its advisory boards, commissions, and committees. The list is annually updated on or before December 31. In addition to the eligibility requirements listed below, no member may be a Council Member, officer or employee of the City of Palo Alto. 

Architectural Review Board (ARB)

Eligibility Requirements: A board of five members, at least three of whom shall be architects, landscape architects, building designers or other design professionals (Palo Alto Municipal Code 2.26, 2.21).

Regular Meetings: 8:30 a.m. on the first and third Thursdays of each moth. Terms are for three years and commence on April 1.

Historic Resources Board (HRB)

Eligibility Requirements: Members shall have demonstrated interest in and knowledge of history, architecture or historic preservation. Two members shall be professionals in the disciplines of architecture, architectural history, planning, landscape architecture, or related disciplines, or pre-historic and historic archeology, folklore, cultural anthropology, curation, or conservation and at least one member shall possess academic education or practical experience in history or a related field such as American studies, American civilization, or cultural geography (Palo Alto Municipal Code 2.16, 2.27, 16.49).

Regular Meetings: 8:30 a.m. on the second Thursday of each month. Terms are for three years and commence on April 1. 

Human Relations Commission (HRC)

Eligibility Requirements: A commission of seven members who are not Council Members, officers or employees of the City and who are residents of the City of Palo Alto (Palo Alto Municipal Code 2.16, 2.22).

Regular Meetings: 6:00 p.m. on the second Thursday of each month. Terms are for three years and commence on November 1.

Parks and Recreation Commission (PRC)

Eligibility Requirements: A commission composed of seven members who shall be appointed by and shall serve at the pleasure of the City Council, but who shall not be Council Members, officers or employees of the City of Palo Alto. Each member of the commission shall have a demonstrated interest in parks, open space and recreation matters. All members of the commission shall be residents of Palo Alto (Palo Alto Municipal Code 2.16, 2.25).

Regular Meetings: 7:00 p.m. on the fourth Tuesday of each month. Terms are for three years and commence on November 1.

Planning and Transportation Commission (PTC)

Eligibility Requirements: A commission of seven members who are not Council Members, officers or employees of the city and who are residents of the City of Palo Alto (Palo Alto Municipal Code 2.16, 2.20, 19.04)

Regular Meetings: 6:00 p.m. on the second and last Wednesday of each month. Terms are for four years and commence on April 1.

Public Art Commission (PAC)

Eligibility Requirements: A commission of seven members who are not Council Members, officers or employees of the City. Members shall be either members of the Architectural Review Board or shall be professional visual artists, professional visual arts educators, professional visual arts scholars or visual arts collectors whose authorities and skills are known and respected in the community and whenever feasible, who have demonstrated interest in, and have participated in, the arts program of the City of Palo Alto (Palo Alto Municipal Code 2.16, 2.18, 2.26).

Regular Meetings: 7:00 p.m. on the third Thursday of each month. Terms are for three years and commence on November 1.

Stormwater Management Oversight Committee (SWMOC)

Eligibility Requirements: The Committee shall consist of seven members who are selected and appointed by the City Council for a term of four years. Committee members shall serve without compensation. Each Committee member shall be a resident of Palo Alto, an employee of a business located in Palo Alto or an owner of real property within the City. No member shall be a council member, officer or employee of the City (Resolution 10310).

Regular Meetings: Shall meeting at least once a year to review the proposed operating and capital budgets of the Stormwater Management fund for the next fiscal year.

Utilities Advisory Commission (UAC)

Eligibility Requirements: A commission of seven members who are not Council Members, officers or employees of the City. Each member shall be a utility customer or the authorized representative of a utility customer. Six members of the commission shall at all times be residents of the City (Palo Alto Municipal Code 2.16, 2.23).

Regular Meetings: 6:00 p.m. on the first Wednesday of each month. Terms are for three years and commence on April 1.
