College Terrace Residential Parking Permits

The College Terrace Residential Preferential Parking (RPP) Program requires all vehicles to have a permit to park on designated streets for more than 2 hours between 8 a.m. and 5 p.m., Monday through Friday. UPDATE: College Terrace 2026-27 Permits

The City of Palo Alto is currently transitioning to a new permit management vendor for the upcoming program cycle. To ensure a smooth transition and avoid a rushed rollout, we are shifting our permit sales launch to the end of the year. We appreciate your patience as we move to this new system to better serve the community.

What This Means for Current Permit Holders

Your current parking permits (expiring 8/31/26) have been automatically extended to December 31, 2026.

  • Hangtag Permits: Even if your tag shows a Fall 2026 expiration, it is now valid through December 31, 2026. Do not dispose of your current permit.
    • Replacements: If a hangtag is lost or accidentally discarded, contact the Office of Transportation. Please note a $10.00 replacement fee applies.
  • New Vehicles/Permits: If you need to add a new permit before January 2027, please email Transportation@PaloAlto.gov.

  • An updated timeline.
  • Instructions on how to create your new account.
  • Guidance on uploading eligibility documents and vehicle profiles in advance to make your 2027 permit purchase process as fast as possible.

Permit Types

Annual Permits (expiring Dec 31) can be purchased by RPP Program area residents and intended for use by the residents of a specific property within the RPPP Program district.

Decal Permits are vehicle-specific and are not transferable between vehicles. Permits are intended for use by the residents of a specific property within the RPPP Program district.

Guest/Hangtag Permits are permits hung from the rear-view mirror or fully displayed, face-up on the front dashboard and may be used by the resident, nanny, baby-sitter, caregiver, household employee, or other regular visitor to the property. Hangtags must be purchased by the resident of the property and may be transferred between standard passenger motor vehicles. An eligible applicant for a guest parking permit shall be any person having obtained a annual decal parking permit, but no more than two annual guest parking permits per address shall be issued during a single RPPP year.

Daily Permits can be purchased by RPPP Program residents for visitors. These are one-day permits hung from the rear-view mirror or fully displayed, face-up on the front dashboard. These are one-day permits may be used for events or gatherings at a household. Daily permits must be purchased by a resident of the household with an active online account and are valid on a specific date and expires at 11:59 p.m. Daily permits expire at the of the program year and are not refundable, all sales are final.

Fees: $62.00 per permit and prorated if purchased after July 1. This does not include any service fees.

To be eligible to receive a College Terrace Residential Parking Permit, you must have:

  • An online user account in the residents’ name and address;
  • A current DMV registration for the vehicle; and
  • Proof of residency/ownership in the resident’s/owner’s name reflecting the permit address in the RPPP Program area
