Residential Energy Assistance Program (REAP)

If you are struggling to cover your energy bills, City of Palo Alto Utilities (CPAU) can help.

Through the Residential Energy Assistance Program (REAP), CPAU customers may be eligible to upgrade their homes at no cost, potentially lowering utility bills. For qualifying customers, free efficiency solutions may include:

  • Installing LED lights
  • Adding insulation and weatherization in attics, roofs, walls, doors and windows
  • Receiving portable induction cooktops (electric)

If you own your home, you may be eligible to upgrade your appliances with efficient, electric equipment at no cost, installed as part of the Electrify My Home Program. For qualifying residents, free appliance upgrades may include:

  • Heating and Cooling System (Heat Pump HVAC)
  • Water Heater (Heat Pump Water Heater)
  • Electric Cooktop/Ranges (Induction)
  • Electric Clothes Dryer

Am I eligible?

To qualify for REAP, you must be enrolled in City of Palo Alto Utilities Rate Assistance Program (RAP), which offers up to 25% utility rate reductions for Palo Alto residents with a demonstrated financial or medical need. Palo Alto residents must be enrolled in RAP for financial need to be eligible for REAP. For more information, please visit the Rate Assistance Program page.

The following requirements must also be met for all owner-occupied residences to qualify for REAP:

  1. Residence must be less than 2,500 square feet.
  2. Property owner’s investable assets must be less than $500,000.  
    • Investable/liquid assets include education/custodial accounts, individually owned retirement accounts, stocks, options, bonds, mutual funds, managed accounts, hedge funds, structured products, ETFs, cash accounts, annuities, and cash value life insurance.  
  3. Residence is property owner’s principal residence and is not a short-term rental. Property owner does not own additional properties

The following requirements must also be met for all tenant-occupied residences to qualify for REAP (renters are only eligible for efficiency upgrades):

  1. Residence must be less than 2,500 square feet.
  2. Property is not a short-term rental (I.e. occupant has a lease longer than 30 days).
  3. Property owner must be the legal owner of the residence and authorize installation of measures at residence. If property owner is an entity, the entity must provide proof of the signatory’s ability to bind the entity.
  4. Tenant must meet the "income eligibility requirements" and be able to provide supporting documentation prior to installation of measures. Property owner does not need to meet the income eligibility requirements.
  5. Property owner must be an individual owner, public entity, or entity with two or fewer officers. Corporate and institutional owners are excluded.
