Decisions Effective, WCF Permit Entitlement Expiration - February 4, 2020.
On January 23, 2019, the Director of Planning and Community Environment (Director) made decisions, approving seven (7) ‘Tier 3’ Wireless Communication Facility (WCF) Permit applications in Vinculums/Verizon Cluster 2 for the Barron Park, Palo Alto Orchards, and Charleston Meadows neighborhoods and adjacent to Stanford Shopping Center (File # 17PLN-00170). These approvals also imply the denial of three (3) applications designated as alternates. The conditions for approval include a requirement for two (2) WCF nodes to conceal and screen the antenna and radio equipment within a custom shroud that is mounted on top of the wood utility pole.
The decisions to deny WCF nodes are exempt from the California Environmental Quality Act (CEQA) per Public Resources Code Section 21080.b(5) and the decisions to conditionally approve seven (7) WCF small cell nodes are Categorically Exempt under CEQA Class 3, Guidelines Section 15303.
CONDITIONALLY APPROVED WCF NODE LOCATIONS:
Tier 3 WCF nodes were conditionally approved for seven (7) wood utility poles in the public right of way:
Node 101, CPAU Pole # 1608 (adjacent to 4193 Wilkie Way)
Node 104, CPAU Pole # 0002 (adjacent to 4206 Suzanne Drive)
Node 153, CPAU Pole # 0302 (adjacent to 3715 Whitsell Avenue)
Node 154, CPAU Pole # 0238 (adjacent to 785 Barron Avenue)
Node 155-F, CPAU Pole # 0107 (adjacent to 4013 Amaranta Avenue)
Node 157-E, CPAU Pole # 0540 (adjacent to 904 Los Robles Avenue)
Node 163, CPAU Pole # 6884 (adjacent to 180 El Camino Real on Quarry Road)
DENIED WCF NODE LOCATIONS:
Tier 3 WCF nodes were denied for three (3) wood utility poles in the public right of way:
Node 101-B, CPAU Pole # 1606 (adjacent to 362 Carolina Lane)
Node 155, CPAU Pole # 0112 (adjacent to 792 Los Robles Avenue)
Node 157, CPAU Pole # 0523 (adjacent to 3993 Laguna Avenue).
Project Description
Vinculums “Cluster 2” is a request for seven ‘small cell nodes’ for Verizon’s use via a Tier 3 Wireless Communication Facility (WCF) application by Vinculums, to attach antennas and equipment to seven existing wood utility poles in Barron Park, Palo Alto Orchards, Charleston Meadows, and adjacent to Stanford Shopping Center, next to the following properties:
- R-1 zone: 4206 Suzanne Drive, 3715 Whitsell Avenue, 785 Barron Avenue, 792 Los Robles Avenue, and 3993 Laguna Avenue
- R-1(S) zone: 4193 Wilkie Way
Three ‘alternate node’ locations may be considered in lieu of three of the seven primary node locations, as follows:

Alternate node within the R-1(S) zone: 362 Carolina Lane (alternate for the primary node proposed at 4193 Wilkie Way)

Alternate node within the R-1 zone: 4013 Amaranta Avenue (alternate for the primary node proposed at 792 Los Robles Avenue)

Alternate node within R-1(10,000) zone: 904 Los Robles Avenue (alternate for the primary node proposed at 3993 Laguna Avenue)
