Rate Assistance Program (RAP)

We have a rate discount for qualifying customers.
Discount based on medical or financial need
Qualifying applicants may receive a 25% discount on gas charges and a 35% discount on electricity charges, based on medical or financial need.
- Medical need: Requires a physician's certification confirming that a medical condition, treatment, or equipment causes higher than normal utility use.
- Financial need: Based on household income. Effective July 1, 2026, the income qualification for the Rate Assistance Program is increasing from 50% to 80% of area median income (approved by City Council on June 1, 2026). Customers who meet the income guidelines below qualify; eligibility is based on the household's most recent monthly income.
