A formal application for Planning Approval was submitted on December 7, 2021.  The application is filed under the Supportive Housing Act (AB2162), which establishes ministerial procedures for the review and approval of the project.

Request for pre-screening of a proposal by Eden Housing, in Coordination with the County of Santa Clara, to redevelop the property at 525 East Charleston with a Mixed-Use Project that includes Approximately 2,700 Square Feet of Ground Floor Office for Non-Profit Use and 50 Units of 100 Percent Affordable Rental Housing for Low Income Residents; 50 Percent of the Units will be Deed Restricted to Residents with Special Needs. The Project will be Developed on Land Owned by the County of Santa Clara and Ground Leased to Eden Housing, a Non-profit. The Study Session Will Provide the Council and the Community an Opportunity to Comment on the Applicant’s Proposal, which has not been Formally Submitted for Processing, and has not been Endorsed by the Staff or the Council. The project intends to seek approvals under SB 35 or the Supportive Housing Act (AB 2162) for any Formal Submittal Filed.

Zoning District: PF (Public Facility).

Environmental Review: Preliminary review includes a study session and no formal decision will be made on the project at this time. Therefore this application is not subject to CEQA. Any formal application for the proposed project would be assessed in accordance with the authority and criteria in the California Environmental Quality Act and CEQA Guidelines.

City Council Prescreening: City Council Prescreening applications function as a preliminary review (“prescreening”) where the City Council will provide comments and general direction regarding the applicant’s concept to develop the subject property with a high density mixed-use multi-family housing and office development. No formal Council action may be taken during a preliminary review, and comments provided in the course of a pre-screening are not binding on the City or the applicant.  A City Council Prescreening Study Session was held on September 27, 2021.
