Request for Major Architectural Review to demolish two existing retail buildings and to construct a 129 unit, 100% affordable, five-story, multi-family residential development utilizing allowances and concessions provided in accordance with State Density Bonus regulations. The units would be deed restricted to serve tenants meeting 30%-50% of Area Median Income. The project would be located on a proposed new 49,864 square foot lot located at 3001-3017 El Camino Real. The project is subject to streamlining in accordance with Senate Bill 330 as a qualifying Housing Development Project.

Zoning District: CS (Commercial Services).

Environmental Review: The City, acting as the lead agency, prepared an Initial Study/Mitigated Declaration (MND) in accordance with the California Environmental Quality Act for the proposed project. The MND was circulated for public review for a 30-day comment period between February 13, 2023 and March 15, 2023.

The Architectural Review Board considered the project for formal recommendation at its regularly scheduled hearing on March 2, 2023 during the environmental review comment period.

This application serves as preliminary notice of the intent to submit a formal application for a housing development project pursuant to Government Code Section 65941.1. The project proposes using the State Density Bonus to construct a five-story residential building with 100% affordable multi-family housing (129 units) on a proposed new 49,864 sf lot on 3001-3017 El Camino Real. Zoning District: CS (Commercial Service).
