Hauled Liquid Waste Discharge Permit

This permit is for septic haulers to discharge their trucks at a designated location at the treatment plant. Liquid waste means sewage collected from septic tanks, seepage pits, cesspools, chemical toilets, or other similar devices. The treatment plant does not accept grease or hazardous waste.

This permit is issued by the Regional Water Quality Control Plant for facilities located in East Palo Alto Sanitary District, Los Altos, Los Altos Hills, Mountain View, Palo Alto, and Stanford.

Submit via mail or in dropbox: 

  1. Completed Application 
  2. Check for Permit Processing Fee made out to the City of Palo Alto 
  3. Copy of Santa Clara County Department of Environmental Health Permit 
  4. Copy of Vehicle Registration
  5. Insurance certificate(s) for general liability, automobile, and worker’s compensation
  6. W-9 form 

Schedule and attend a training with Plant staff.

How to submit your application via mail or drop box

Only hard copy applications are accepted. They must be either mailed or dropped off.

To submit hard copy applications, checks, or reports for your permit request, mail them to Pretreatment Program, 1900 Embarcadero Road, Suite 205, Palo Alto, CA 94303. You may also drop them off at the Palo Alto drop box at 1900 Embarcadero Road as shown below.
