Exceptional Waste Discharge Permit

This permit is required for temporary discharges to the sanitary sewers. These permits are typically for construction project groundwater dewatering discharges or draining of large pools (>20,000 gallons).

This permit is issued by the Regional Water Quality Control Plant for facilities located in Palo Alto. The permit is dependent on where the discharge is planned to occur. If your facility will be discharging in a jurisdiction besides Palo Alto, you need to contact them for a permit.

  3. Check for Permit Processing Fee

How to submit your application via mail or drop box

Only hard copy applications are accepted. They must be either mailed or dropped off.

To submit hard copy applications, checks, or reports for your permit request, mail them to Pretreatment Program, 1900 Embarcadero Road, Suite 205, Palo Alto, CA 94303. You may also drop them off at the Palo Alto drop box at 1900 Embarcadero Road as shown below.
