Project Overview
This project replaces high voltage equipment on the 12kV power distribution loop for the Regional Water Quality Control Plant, such as conductors, switches and cabinets. The equipment interconnects the various electrical load centers that distribute power throughout the Plant. This project will also replace one of the two Palo Alto Electric Utilities (CPAU) Service Entrance Cabinets (where power enters the Plant), which will increase operational flexibility and redundancy. The Secondary Service Entrance Cabinet will be replaced. In addition, the new load centers and Service Entrance Cabinet will be elevated to protect them from sea level rise (SLR) to comply with the City’s SLR Policy.
Most of the electrical components to be replaced are from the 1970s. They are either at the end of their life expectancy, underrated for their use, or both. The upgrades ensure the electric load centers have operable equipment. This is critical for maintaining a safe and reliable distribution system.
The project is split into two Phases:
- Phase 1 cost $6.6 million (completed Winter 2025)
- Phases 2-7 will cost $7.4 million
Costs include both the construction management and the construction.
There are no additional operating impacts anticipated from this project. Maintenance costs that arise will be addressed by the maintenance schedule and annual operating budget.
This project was identified in the Long-Range Facility Plan (LRFP) which was completed in 2012.
