Project Overview
In 2012, a Long Range Facility Plan (LRFP) was completed to identify the improvement needs at the Regional Water Quality Control Plant for continued, compliant operations. The LRFP identified projects such as replacing aging plant infrastructure, plant process optimizations, new support infrastructure, and responsiveness to changing situations and regulations. In 2023, City identified the need to perform an update to the 2012 LRFP. This project funds the updated LRFP (LRFP-Update).
The 2012 LRFP addressed funding options for the major projects identified in the 2014-2029 Capital Improvement Projects, including:
- Secondary Clarifiers Mechanism Replacement (Completed between 2015 and 2021)
- New Sludge Dewatering and Loadout facility; Including retirement of incinerators (Completed in 2019)
- New Headworks Facility
- Advanced Water Purification Facility
- New Outfall Line Construction
- Secondary Treatment Upgrades (in progress)
- Primary Sedimentation Tanks Rehabilitation and Equipment Room Electrical Upgrade (Completed in 2024)
- New Laboratory and Environmental Services Building
The New Laboratory and Environmental Services Building was originally envisioned as a consolidated building on the Plant site. Due to space limitations and competing project priorities, the City has shifted to a more flexible, campus-wide strategy that may include leasing or acquiring properties near the Plant site to meet future operational needs.
The LRFP-Update will incorporate this revised campus-wide approach to workspace planning, along with evaluation of regulatory and emerging contaminant issues as they relate to capital infrastructure, update to the Biosolids Facilities Plan, condition and capacity assessment, development of re-prioritized capital improvement program needs over the next 50 years, and cost of service analysis.
The LRFP-Update will be funded via sanitation rates. Future identified project funding will be based on project size, timeline, and applicable funding opportunities.
