Request for a City Council Prescreening of a proposal by Half Dome Capital LLC to rezone 3265 El Camino Real from Commercial Services (CS) to Planned Home Zoning (PHZ) and to develop this vacant parcel with a new 5-story multi-family residential development with a ground floor lobby and parking. The developer proposes that all 44 new housing units would be 100% affordable and first priority for all vacancies would be given to the teacher members of the Palo Alto Educator Association (PAEA) through an existing agreement. The Prescreening will give City Council and the community an opportunity to comment on the proposal, which has not been formally submitted for processing and has not been endorsed by staff or Council.
