Project Description
The City of Palo Alto Office of Transportation is evaluating and enhancing safety along the flagship Bryant Street Bicycle Boulevard through proposed traffic calming approaches and low-cost high-value engineering strategies to reduce collisions and create a low-stress environment to achieve the 2026 Bicycle and Pedestrian Transportation Plan (BPTP) vision for an 'all ages and abilities' bicycle boulevard. This project implements the 2026 BPTP priority project referenced as "BLVD_2: Bryant Street Downtown Access Project."
The Bryant Street Bike Boulevard was the first Bicycle Boulevard implemented in the United Stated in the 1970s and is named after Ellen Fletcher, former Palo Alto Vice-Mayor and a bicycle advocate.
Project Area
The project area includes Bryant Street between Homer Avenue and Embarcadero Road—with a focus on Lincoln Avenue/Bryant Street intersection—as well as Lincoln Avenue between Waverley and Emerson streets.
Scope of Work
Install traffic calming elements along the bicycle boulevard and adjacent areas, such as traffic circles, curb extensions, turn restrictions, and other calming interventions to enhance the pedestrian and cyclist experience.
Project Status
September 2026: On September 10, 2026, the City hosted an in-person Neighborhood Meeting to present initial concept plans(PDF, 9MB). Community members expressed strong overall support for the project and a shared urgency to accelerate implementation. Following the meeting, staff prepared and published updated concept plans(PDF, 9MB) as a response to resident feedback. Staff is now preparing for the upcoming Planning and Transportation Commission (PTC) meeting on September 30, 2026 to present the updated concept plans. The online survey is also still open now through October 9, 2026 for the public to share their thoughts and preferences on the recommended street improvements. Following the PTC meeting, staff will present the concept plans to the City Council at their November 9, 2026 meeting and seek direction on advancing the project to 65% or 100% design, as needed.
Updated Concept Plans
The project team developed updated concept plans(PDF, 9MB) for the project area to reflect recent resident feedback from the September 10, 2026 Neighborhood Meeting. Updates include: phasing the left-turn restriction at Bryant/Embarcadero as a temporary pilot prior to considering permanent installation, and replacing the proposed diagonal diverter with a traffic circle at Bryant/Lincoln to mitigate potential impacts. Overall, street improvements recommended include new and updated traffic circles, left-turn restriction from Embarcadero Road, new curb extensions, and bike boulevard ground stencils throughout.
