Project Description

There are several efforts underway that focus on enhancing the community experience and economic vibrancy of Palo Alto. These efforts also support the City's Uplift Local initiative. The Car-free Streets effort focuses on a portion of California Avenue and a half-block of Ramona Street. This is a Council-supported effort enabling outdoor dining, retail, and personal services in business districts such as California Avenue and the downtown core. Currently, California Avenue is open to pedestrians and closed to through vehicle traffic from El Camino Real to Birch Street. Ramona Street is also open to pedestrians and closed to vehicle traffic for a half block in between Hamilton Avenue and University Avenue. The City Council authorized Car-free Streets early in the COVID-19 pandemic as an economic recovery effort and to provide community members with outdoor spaces to gather.  

Project Status

The purpose of the Car Free Streets Implementation Plan is to advance the City Council’s November 6, 2023 direction to maintain California Avenue as a car-free street with the current areas of street closure to be made permanent. This effort furthers the first guiding principle of the City’s comprehensive economic development strategy, specifically the first guiding principle which is to “Reinforce each districts’ distinct scale and offerings by…embracing California Avenue as a community and neighborhood serving place.”

The City contracted with Urban Field Studio, a design consultant, to advance this work, focusing on signage and branding, outdoor dining guidelines, circulation and access, streetscape design, legislative and environmental clearance options, an implementation plan and community engagement. View the action Minutes from the November 6, 2023 City Council Meeting.

2025

At the City Council Study Session about Cal Ave. on February 3, 2025, staff presented two preliminary design concepts—an Adaptive Street and a Reimagined Street—as possible visions for the transformation of Cal Ave. into a vibrant, permanent car-free street that enhances economic vitality and pedestrian experience.

On March 10, 2025, Council permanently closed the car-free portions of Cal Ave. and Ramona Street, amending the Comprehensive Plan and creating a new “community street” classification. The City, acting as the lead agency, prepared a Comprehensive Plan EIR Addendum for the proposed Car Free Cal Ave. and Ramona Street project. The EIR Addendum was sent to Caltrans, Santa Clara Valley Transportation Authority, and California State Historic Preservation Office. In accordance with SB 18, the City carried out required notification to California Native American tribes and followed up with two tribes requesting consultation.

From April to June 2025, near-term improvements on Cal Ave. were implemented, comprised of bollards, colored asphalt paving, planters and plantings at entrance points at El Camino Real, Ash Street, and Birch Street. Bike lane markings were installed at the El Camino Real and Birch Street entrances. New colorful planters and plantings are located at driveways to limit access of vehicles to car free portion of Cal Ave. Pending approval by Caltrans, New bicycle lane improvements are planned at the El Camino Real intersection to enhance safety riding through the intersection. The eastbound bike lane will shift location from curbside to between the right and left vehicle turn lanes (on the westside of El Camino Real) with new bike pavement markings.

Monthly Merchants Meetings 

City Staff and consultants initiated regular meetings with California Avenue Merchants in 2024.  Below are highlights of key and most recent meetings and presentations to Merchants in Fiscal Year 2026.

September 2025: Staff met with Cal Ave merchants and presented a re-cap of the June 2025 City Council study session and staff’s approach to permit parklets, including working with the Architectural Review Board and merchants on solutions unique to the Cal Ave car free context.

November 2025: Staff met with Cal Ave merchants to hear feedback on outdoor activation permitting options, custom design solutions for year-round outdoor dining, and potential modifications to the city’s current pre-approved parklet plans for adaptation to car free Cal Ave.  

December 2025: The December meeting with Cal Ave merchants focused on a staff presentation and feedback from merchants on parklets, café seating, and streamlined permitting with applicant submittal checklists.  The presentation and discussion focused on current issues and proposed solutions for outdoor dining on Cal Ave.

February 2026: The February meeting with Cal Ave merchants focused on a re-cap of themes heard from merchants and a feedback session on proposed options for pre-approved parklets.  The presentation included an illustrative site plan of the street of the potential buildout of pre-approved parklets and outdoor activation areas for Cal Ave.  Staff presented next steps for the City to adopt outdoor activation program and pre-approved parklet plans.

Utilities Project on and around Cal Ave

In December 2023, the City's Utilities Department started a Water Main Replacement project (WMR 29) to replace aging pipelines and infrastructure in and around the California Avenue Business District. Construction is planned to end in August 2024. Specific to the car-free portion of Cal Ave., the project will impact the north side of the street landscaped median at the intersection of California Avenue and El Camino Real, beginning in mid-January 2024 through early February 2024. This is the current site of Putter's Mini Golf. Staff is working with nearby businesses and the mini golf vendor to coordinate and mitigate impacts to all. 

Past Meetings

On November 6, 2023, the City Council voted to make portions of California Avenue and Ramona Street permanently car-free, plus directed staff to implement center-running bike lanes and outdoor dining/patio guidelines on Cal Ave., install signage and a branding program, among other things. Additionally, in late 2022 and early 2023, the City hosted a series of meetings to solicit local stakeholder and community perspective regarding current issues, opportunities for change, and potential near-term projects for Cal Ave. and Ramona Street.
