Project Description

This project involves a Quiet Zone Study at the Churchill Avenue, Meadow Drive, and Charleston Road crossings along the Caltrain Corridor, initiated in response to resident requests. The study serves as an interim measure, independent of ongoing discussions about rail grade separation.  

A quiet zone would limit the routine use of train horns at public crossings within the designated area. Federal regulations require locomotive horns to sound 15-20 seconds before entering a public rail grade crossing, but no more than one-quarter mile in advance. However, communities may establish Quiet Zones to improve residents' quality of life while maintaining safety standards. The Federal Rail Administration (FRA) requires local jurisdictions to conduct a quiet zone study analyzing existing conditions prior to requesting a quiet zone.

This study evaluates the feasibility and implementation of quiet zones at these Palo Alto crossings. While the primary goal is to reduce noise pollution and enhance livability, safety remains top priority. The Federal Railroad Administration emphasizes reducing collisions at highway-rail crossings, ensuring that any Quiet Zone measures uphold the safety of both pedestrians and motorists.

Project Status

Quiet Zone Study
The City initiated a Quiet Zone study for the Churchill Avenue, Meadow Drive, and Charleston Road crossings. An initial site review was completed and conceptual plans developed. As part of the study, a field diagnostic meeting was held with representatives from the consulting team, the City of Palo Alto, the California Public Utilities Commission, Caltrain, and the Federal Railroad Administration to assess existing conditions at the crossings to inform recommendations.

The initial study findings were presented at the Rail Committee meeting in August 2024. Following public outreach this spring, the study was reviewed by the Rail Committee on September 16, 2025. At that meeting, the Committee recommended that the City Council consider implementing Four-Quadrant Gate Systems to establish the Quiet Zone at Churchill Avenue, Meadow Drive, and Charleston Road crossings. The City Council approved the Rail Committee’s recommendation at its November 10, 2025 meeting. Staff will follow up and work towards securing funding to initiate the design of the required improvements through the upcoming budget process.
